A 200-unit luxury apartment complex is under construction in Westbrook

Portland-based Reveler Development, in partnership with the Dolben Co. Inc. and Procopio Cos., is developing a 204-unit, apartment community in Westbrook.

Located on Spring Street on 13 acres adjacent to the former Sable Oaks Golf Club, the Ledger complex will include six three-story, wood-frame residential buildings — one 24-unit and five 36-unit buildings — along with a 7,400-square-foot clubhouse, 90 garages and a maintenance building.

One-, two- and three-bedroom apartments will feature custom cabinetry, quartz countertops, stainless steel appliances and full-size in-unit washers and dryers.

John Laliberte, president and CEO of Portland-based Reveler, said the units will average 1,000 square feet and will likely rent in the $2,600 to $2,800 range.

Some apartments will feature private balconies or patios. Community amenities will include a fitness center, lounge and outdoor recreation spaces.

Construction on the project began in October 2025. The first residents will move in when the first phase is completed in early 2027 and the entire build is anticipated to be finished by the start of 2028.

Laliberte said Reveler chose the location for its accessibility to I-295, I-95 and the Maine Mall.

“Mike Barton and I had been putting this project together for a number of years. Once we had approvals to build in 2024 we began sourcing partners and capital. Dolben and Procopio sourced all the subcontractors and are running the site.”

Laliberte said the total cost of the project will be close to $70 million, $50 million of which is being financed through Rockland Trust and Camden National Bank.

This is Dolben’s first multifamily development in Maine. The company has offices in Massachusetts and Maryland and more than 16,000 residential units throughout New England, the Mid-Atlantic and southwest Florida.

Procopio Cos., which is based in Middleton, Mass., is the project’s general contractor. It’s the firm’s second project in Maine. North Andover, Mass.-based CUBE 3 Architects is also on the team.

Reveler has developed a number of apartment and condominium complexes in southern Maine, including the 171-unit Armature on Portland’s Hanover Street, the 250-unit Eddy in Biddeford and the 196-unit Linden, in Portland.

Another large Reveler development in Biddeford is the Levee, a four-phase project which when fully completed will feature a total of 178 housing units and 20,000 square feet of commercial space.

Currently under construction at 89 Elm St. in Portland is a 201-unit mixed-income apartment building projected for completion in mid-2027.

Falmouth-based Penobscot General Contractors and Turner Construction, headquartered in New York City, are handling the build.
