An Augusta software developer that manages online federal programs for state governments has a new CEO.

Patrick Cunningham will take over from JAI Software founder John Joseph, who plans to retire.
Cunningham spent two decades as president and CEO of Blue Marble Geographics, a Hallowell-based geospatial software company. From 2004 to April 2025, he led the company through mergers and acquisitions while increasing revenue and maintaining profitability. He is experienced in product management, business development, operations and product management.

The company has an excellent reputation and brand with the ECOS [Energy Community Online System] solution, and I am looking forward to working with the existing management team to focus in on business development and growth.”
JAI Software is the developer of the Energy Community Online System that manages online programs for LIHEAP, Weatherization and Utility Assistance services.
The program is used by a number of U.S. states. For example, it can connect consumers with the Low Income Home Energy Assistance Program, which is funded by the U.S. Department of Health and Human Services and is administered in block grants to states and tribal governments. In Maine, LIHEAP (actually known here as HEAP) is administered by MaineHousing.
The program is employed by thousands of users and administrators. It's designed to simplify the process of delivering services, managing programs and reporting outcomes.
Looking ahead
With the addition of Cunningham, JAI Software founder John Joseph can now transition to retirement, the firm said in a news release.
Over two decades, Joseph built JAI from an idea to a firmly established software company. He will now lead the board of directors.
