The Biddeford Housing Authority has named Ryan Fecteau as its next director, effective July 27, following a regional search.
Fecteau, a Democrat who represents District 132 (Biddeford) in the Maine House of Representatives, is also speaker of the House.
Fecteau succeeds interim Executive Director Diane Small, who also serves as executive director of the Sanford Housing Authority. Small, who has served in the interim role since April, will continue advising the organization during the leadership transition.

Fecteau will oversee the Biddeford Housing Authority’s efforts to expand access to affordable housing and work with residents, landlords, community organizations and other local partners.
Raised in affordable housing and a graduate of Biddeford High School, Fecteau said the opportunity to lead the housing authority is personal.
“Affordable housing changed the trajectory of my life and opened doors for my family,” said Fecteau. “I am honored to serve my hometown in this new role and increase access to stable housing. Together, with our residents, partners, and staff, we have an opportunity to strengthen our community and expand pathways to success for future generations.”
He previously worked as a housing policy advisor in the Governor’s Office of Policy Innovation and the Future, where he helped advance the Maine Affordable Housing Tax Credit program. Most recently, he served as senior advisor of development and planning at Avesta Housing, focusing on affordable housing development and partnerships across northern New England. He was recognized as a 2022 Mainebiz 40 Under 40 honoree for his leadership in public service and housing policy.
