Gov. John Baldacci Tuesday signed a bill that ensures the Three Ring Binder broadband expansion can move forward.
LD 1778, which was unanimously passed by the Legislature last week, creates a new category of public utility called dark fiber provider, as well as a broadband sustainability fund to support rural expansion of the fiber-optic network, according to the Bangor Daily News. The Three Ring Binder project will add 1,100 miles of broadband network to the state’s rural areas, and last year won $25.4 million in stimulus funding. Maine Fiber Co. is overseeing the project and its stakeholders have pledged $7 million in matching funds.
Work on the first phase of the project has already begun, according to the paper.
