Across Maine’s 475 licensed mobile home parks, there are 2,383 empty lots that represent opportunities for infill development, according to state officials.
The numbers, shared in the new Manufactured Housing Community Dashboard, show that 59 of the 475 licensed communities have 10 or more empty lots.
The portal, launched by the Housing Opportunity Program at the Maine Office of Community Affairs, provides information on licensed manufactured housing communities for residents, policymakers, park owners and housing manufacturers. It was initiated by recent legislation that requires municipalities to increase housing density and reduce minimum lot sizes in certain areas.
The Housing Opportunity Program is updating guidance materials and rules to support municipalities with implementation of the new law.
“This tool is designed to support safe, well-managed manufactured housing communities, show local housing conditions in different parts of the state, and encourage expansion of affordable housing opportunities in manufactured home communities,” said Hilary Gove, director of the Housing Opportunity Program.
The dashboard also shows that 14 communities are resident-owned, and that average lot rent varies. Waldo, Sagadahoc, Hancock and York counties have the highest average rates, with lower rents on average in Washington, Piscataquis and Somerset counties.
Recently in Jay, residents of Hidden Circle Mobile Home Park formed a cooperative and acquired the land beneath their 31 homes for $1 million.
Data for the state’s new dashboard were collected during the 2025–26 manufactured housing community licensing application and renewal process, and will be updated annually and shared publicly by the Maine Office of Community Affairs.
According to data from the 2024 American Community Survey, nearly 10% of Mainers live in manufactured housing communities.
The Housing Opportunity Program provides technical assistance, including land use ordinance development, to municipalities to support housing development. The office also provides grant funding to municipalities and service providers to assist with community housing planning and implementation projects.
