Developers of Westbrook’s 110-acre Rock Row mixed-use development have unveiled plans to add 257 residences, more retail, restaurant and office space and a 119-room Westin hotel.
Developers of Westbrook’s 110-acre Rock Row mixed-use development have unveiled plans to add 257 residences, a 119-room Westin hotel and more retail, restaurant and office space.
Waterstone Properties, which is based in Needham, Mass., presented its Phase III master plan to the Westbrook Planning Board for review, with a goal of starting construction in 2027.
The proposal calls for the addition of five buildings totaling 136,800 square feet. That would include 21,000 square feet of Class A office space, 28,000 square feet of retail and a 26,000-square-foot entertainment center.
It would include a mix of apartments and townhouses.
Under development since 2020, the site is home to an integrated health campus anchored by New England Cancer Specialists, along with a Market Basket supermarket, REI store, 10 restaurants, a Chase bank branch, fitness center and other amenities.

In the past year, Rock Row saw more than 4.3 million visitors, Waterstone said in a release. The health campus supports more than 1,600 jobs and $98 million in annual wages.
For now, Rock Row is at 15% of its planned development. Future growth beyond Phase III is projected to include a 110,000-square-foot conference and event center with a 5,100-visitor capacity, and an attached seven-story parking garage.
