Windham Village is a joint venture between Scarborough’s Downs’ M&R Development, and Falmouth-based Graiver Homes.
Development is underway in the Cumberland County town of Windham for 172 housing units priced to appeal to middle-income households — the so-called missing middle that have been squeezed out of the home market.
Windham Village is being developed on 8.9 acres on Tandberg Trail, with a mix of apartments and condominiums, spread over 14 buildings.
Prices for the one- and two-bedroom condos will range from $315,000 to $349,000.
By comparison, the median sales price in Cumberland County is Maine's highest, at $600,000, according to the Maine Association of Realtors.
Over the past five years, the average home price for a home in Windham increased from $330,639 to $557,834.
“Windham has been working towards infrastructure improvements and regulatory reforms to allow for multi-family housing projects, which creates opportunity for young families, local employees and seniors who want to live and work here," said Tom Bartell, economic development director for the town.
Unit sizes for both the apartments and the condos will range from 750 to 1050 square feet, which is larger than many of the comparable units being built in Greater Portland.
On-site amenities will include a gym, conference rooms, private workspaces, storage lockers and a communal gathering space.
Construction details
The project is a joint venture between Scarborough’s Downs’ M&R Development, and Falmouth-based Graiver Homes, which claims to have built more new homes since 2011 than any other builder in the state.
Scarborough-based Risbara Bros. Construction Co. Inc. is the project’s contractor and Invivid Architecture, based in Portland, is the design firm. Belgrade-based Hammond Lumber will supply construction panels.
Risbara Bros.’ president Roccy Risbara, who is also a partner in M&R Development, told Mainebiz the Windham project actually has been on the drawing board for years.
M&R Development had put it under contract in 2017, around the same time the company was signing on the dotted line for the Downs project.
“We decided we had too many things going on,” Risbara recounted, “so we let the contract go. Loni Graiver came in and bought the land, got planning board approvals in place, and came to us to see if we wanted to partner with him on it.
“We looked the project over and decided that Windham was really prime for some apartments. There’s demand.”
Both M&R and Risbara have taken on projects beyond the Downs over the years, and are now developing a 51-unit apartment building in downtown Freeport, called the Dash.
“That’s all we’ve got cooking right now,” Risbara said. “But we’re constantly looking at other things. We look for pieces that seem like they can be done, where the town and the zoning is right.”
Risbara said Windham Village should have the first 36 units to market by the end of 2026, with some of the condos finished this September. Construction will continue throughout 2027.
Presales for the condos have opened up and apartment reservations will start to be available “in another 45 days or so,” Risbara said.
