Yarmouth town manager will become director of Maine Redevelopment Land Bank

The Yarmouth town manager will step down at the end of June, the end of this fiscal year, to lead the Maine Redevelopment Land Bank Authority.

Scott LaFlamme will succeed Tuck O’Brien as executive director of the Maine Redevelopment Land Bank Authority. O’Brien, who stepped down in March, led the authority from its founding in 2024 through scaling up to full operations over the past year.

LaFlamme announced his intention to step down at the Yarmouth Town Council meeting on April 30. He has been town manager for two years, and before that served as economic development director.

In a letter to the community posted on May 5, LaFlamme said the opportunity at Maine Redevelopment was unexpected and not related to any issues within the town government. He also said Yarmouth remains in strong financial and operational condition and is well-positioned to move forward.

“While I’m excited about what’s ahead, it’s hard to put into words how much this community means to me, and how difficult it is to imagine leaving it,” said LaFlamme.

LaFlamme said he will work with the Town Council over the next few weeks to identify an interim town manager. The council is expected to begin the process of finding a replacement in the coming weeks.

About the organization

Maine Redevelopment Land Bank Authority, which was founded in 2024 and is based in Augusta, partners with local governments and community organizations to accelerate the redevelopment of abandoned, contaminated and obsolete properties throughout Maine.

It was created by state government as a separate entity to execute a public-focused mission and vision. It has its own decision-making process governed by a board and bylaws. It can acquire and sell real estate, assist in clearing title, acquire grant funds, issue bonds for the cleanup of sites and utilize a dedicated funding source.
