Gov. Janet Mills said an amendment that requires collective bargaining agreements “creates a chilling effect” for non-union companies and workers.

The settlement, announced by the Maine AFL-CIO and confirmed by the Newport Beach, Calif.-based restaurant chain, follows a finding by the National Labor Relations Board. Chipotle denies any wrongdoing.

The amended collective bargaining agreement covers various paid leave benefits left out of last year’s contract negotiations.
