A former Georgia resident pleaded guilty in federal court in Portland to wire fraud on Friday after stealing more than $90,000 from a business in Kennebunk.Â
Abbe Chabot served for 20 years as a Maine State Police detective, and is now a manager with Dirigo Risk Management Solutions. Among other things, the firm trains businesses in active shooter response.
Nelson P. Cowand used the victims' money to pay himself unauthorized wages and cash withdrawals, as well as for personal expenses such as rent, a car payment and Dallas Cowboys tickets.
Problems at the city's current fire and police facilities include safety risks due to the lack of decontamination spaces. Officials say there also isn't enough room for training, storage and other functions.
The illegal practice has increased in the state along with the price of consumer goods. "I think we’re seeing an increase as prices have gone up, so there’s a higher value there," said Curtis Picard, head of the Retail Association of Maine.Â
Through the $39.5 million settlement with 44 states, Anthem has agreed to a series of governance provisions designed to strengthen its practices going forward. Maine will also get resources for consumer protection activities through the settlement.
