One of the anonymous creators of a website that attacked gubernatorial candidate Eliot Cutler was found guilty of wrongdoing and fined $200 by state ethics officials.
The Commission of Governmental Ethics and Election Practices Monday said "John Doe II" violated state election law by not having a disclaimer on the website, The Cutler Files, that specified the site was not paid for or authorized by any candidate or political party, according to the Portland Press Herald. That person received the maximum fine. John Doe I was found to have committed no violation, according to the Bangor Daily News. John Doe II's identity will likely be revealed unless the website's operators file an appeal. According to a lawyer for the Cutler campaign, the two people are an immediate family member of a political candidate and the paid political consultant of two candidates in the primary and general election.
The ethics commission launched an investigation into the website, which called Cutler a "phony and a fraud," in October per Cutler's request. The state questioned Dennis Bailey, president of Portland-based public relations firm Savvy Inc. and a consultant for Independent candidate Shawn Moody, as part of the investigation. Bailey was also a consultant for Democratic candidate Rosa Scarcelli during the primary campaign.
