The city of Biddeford plans to request proposals this week for a market study to determine the best use for the former Maine Energy Recovery Co. incinerator that it purchased in 2012.
The Portland Press Herald reported the city plans to issue a request for proposals for such a study and for letters of interest from developers who may already have ideas for redeveloping the property. Daniel Stevenson, the city’s economic development director, told the newspaper that completing a study of the primary and secondary market areas for the property will make it more attractive to potential developers. The city will pay for the study using money from its Route 111-mill tax increment financing district, a fund set aside to support downtown redevelopment.
The shuttered trash incinerator was operated by Casella, MERC’S Vermont-based parent company, until 2012, when the city purchased it for $6.65 million. City officials have said they hope redevelopment of the property will boost the economy in the city’s mill district and its downtown.
