Budget woes lead to town shutdown

The Phillips town manager yesterday laid off the entire municipal staff, including himself, because of a budget shortfall in this community of about 990.

Lynn White laid off the town's 20 part- and full-time employees, including selectmen, planning board members and himself, after voters on Saturday rejected exceeding the $256,076 tax levy limit for municipal operations, according to the Sun Journal in Lewiston. All town government departments will be closed, and town officials are asking Franklin County commissioners to cover expenses for fire and emergency services to keep them running.

The town will be closed until selectmen meet Monday to schedule another public meeting to discuss ways to allocate expenses in the proposed $1.7 million budget, the paper reported. The town office was unreachable by telephone Tuesday.
