Gardiner firm wins lottery contract appeal

A company in Gardiner has won an appeal of the state's decision to award a $35 million lottery contract to an out-of-state company, sending the contract back to the bidding process.

The state Division of Purchases last week ruled that the contract for lottery gaming systems and services awarded to Athens, Greece-based Intralot in October "was in violation of law and contained irregularities that created a fundamental unfairness" and invalidated the contract, according to the Kennebec Journal. Scientific Games, which is based in Georgia and New York, opposed the state Bureau of Alcoholic Beverages & Lottery Operations' decision to switch to Intralot, saying the company would move as many as 20 tech jobs out of state, a claim Intralot denied. Scientific Games argued the scoring guidelines did not allow the state to "effectively judge the differences between the bidders," specifically in relation to where the jobs would be located, Patrick Traub, the company's regional vice president, told the paper.

Intralot has 30 days to file a petition for review, and a lawyer for the company did not say if it would do so. Scientific Games plans to bid again on the contract.
