Kibby Wind expansion gets initial OK

Land use regulators have given initial approval to a scaled-back, 11-turbine expansion of developer TransCanada's Kibby Wind farm in northern Franklin County.

The draft order from the Land Use Regulation Commission comes five months after commissioners said they would likely reject TransCanada's permit request for a 15-turbine expansion, leading the company to agree to shrink its plans, according to the Maine Public Broadcasting Network. Commissioners admitted the project did have some adverse impact, but not enough to warrant rejection. Environmental groups, including Maine Audubon and the Natural Resources Council of Maine, oppose adding to the existing 44-turbine wind farm, saying the project threatens the habitat of the rare alpine bird Bicknell's thrush.

The 5-1 vote is nonbinding, and a final vote is scheduled for January.
