Losing gas project co. files complaint

The losing bidder in a state project to supply natural gas in the Augusta area has filed a complaint with Maine's Bureau of General Services.

Summit Natural Gas of Maine had proposed a $150 million project with 435 jobs and service to 15,000 customers, but lost out to Maine Natural Gas Corp., which proposed a $19.3 million project with 46 jobs, according to the Kennebec Journal.

Summit had threatened an appeal of the decision, saying the loss of the state buildings in Augusta could jeopardize its entire project. The two bids were scored based on cost savings, job creation, capacity and fiscal stability. Maine Natural Gas Corp. scored 94 points while Summit earned 92.09. In the complaint, Summit argues that not enough weight was given to the number of jobs its proposal would create.

The project is aimed at supplying natural gas to state property on both sides of the Kennebec River in Augusta with a pipeline built large enough for possible expansion in the future. Brunswick-based Maine Natural Gas Corp. is a subsidiary of Central Maine Power's parent company Iberdrola. Summit is a subsidiary of Colorado-based Summit Utilities.
