Navy rejects shipyard prison projects

The Navy's second attempt to find a private developer for the Portsmouth Naval Shipyard prison has stalled.

None of the three finalists presented an economically viable proposal for the 101-year-old shuttered prison, the Associated Press reported. A spokeswoman would not describe the proposals and said they would remain confidential because no contract was awarded.

The Navy first attempted to redevelop the prison into premium office space in the late 1990s with New Hampshire developer Joseph Sawtelle, the AP reported. The project fell through after Sawtelle died in 2000.
