Obama picks former UMaine chancellor for top Army spot

Pres. Obama has nominated Joseph Westphal, former chancellor of the University of Maine System, as Army under secretary.

Westphal, currently a political science professor at UMaine, was assistant secretary of the Army for civil works from 1998 to 2001 and acting secretary of the Army in the summer of 2001, according to a press release from the White House. UMaine hired Westphal, 61, as chancellor in 2002. He resigned from the post in 2006 after a plan to consolidate several UMaine campuses met stiff opposition, according to the Portland Press Herald.

Westphal worked on national defense matters as part of Obama's transition team.
