Portland council deadlocks on pier

The Portland City Council couldn't decide on a proposal for the Maine State Pier last night, prompting one of the involved developers to threaten to withdraw his team's offer.

The council deadlocked four to four in motions to support plans for the pier from Portsmouth-based Ocean Properties and Portland-based Olympia Cos., according to the Portland Press Herald. Councilors disagreed on which project would result in the biggest financial and aesthetic gain for the city's waterfront. The council will have the option to vote again on the pier's future in two weeks.

Kevin Mahaney of Olympia Cos. praised the council for having the "courage" to pursue the best plan, the paper reported. But Bob Baldacci of Ocean Properties called the council's votes "absurd" and said his team may withdraw and invest their $100 million elsewhere.
