Great things are happening in Westbrook. With many major commercial and residential projects in progress, the city of Westbrook is being revitalized and drawing investment from a variety of sectors.

Westbrook understands the speed of business and partners with the private sector. Whether you are a startup, early-stage business, an established business expanding within the community or new business locating here, we listen to your needs and focus on high levels of certainty as you make go/no-go decisions, work toward environmental and financial risk mitigation and stay with you until project completion. We recognize that partnerships and collaboration equate to shared economic success and create sustainable, healthy communities.

Located in the heart of Greater Portland, Westbrook’s proximity to the Portland International Jetport (PWM), Maine turnpike, and the lakes region makes a convenient location for businesses to take root and prosper.

Downtown

With the influx of employees and business, the city wisely continues to place a significant focus and investment in our downtown area.

“The private sector invests in communities that invest in themselves,” says Westbrook’s Economic Development Director, Daniel Stevenson.

Vertical Harvest Downtown Mixed-Use Project

Vertical Harvest a is local, indoor agriculture company focused on creating the future we want by growing the food we need. Vertical Harvest’s flagship second farm will open in 2024. Vertical Harvest is a 4 story, 50,000 square-foot farm anchoring a large mixed-use project including new housing, retail space, and a public parking garage in the heart of our downtown.

We recently completed the revitalization of Westbrook Common, a highly visible, centrally located downtown pedestrian mall. Our goal is to activate this civic space creating a vibrant destination for community gatherings. And we are in the design phases of nearby riverwalk north and a four-season pavilion. We offer a popular downtown façade program that facilitates investment in buildings and storefronts in our downtown.

The Presumpscot River flows through our downtown and offers ramps and floats that allow public access for kayaking, fishing and connectivity to greenspace and parks.

Waterstone Properties – Rock Row

Waterstone Properties created Rock Row, Maine’s catalyst for desirable economic growth that strengthens Maine’s economy significantly. Waterstone is implementing its master plan creating a dynamic, thoughtfully designed, mixed-use development that supports economic innovation, social collaboration, and population growth.

Rock Row builds upon Maine’s tourism by adding another destination in the state’s transportation epicenter. Rock Row will integrate a public transit hub, an innovation district, an entertainment district, a retail and restaurant district, a housing district, and a medical campus to its overall development to create Maine’s largest mixed-use, transit-oriented economic development project.

The 110-acre site is centered around a 24-acre, 400’ deep quarry that will become an urban lake. The site includes a walking path around the perimeter of the quarry and the potential of water displays and events. Upon activation, this natural feature will further generate excitement and energy for residents, visitors, and Maine’s amazing business community. Rock Row already has many thriving retail and food businesses in place, with a state-of-the-art medical campus under construction.

At completion, Rock Row will consist of 2.4 million square-feet of built space – totaling $700 million of investment – that will add 4,000 jobs on-site and more than 8,000 jobs across the state. Many businesses are choosing to locate in this 21st century, destination-oriented project, including New England Cancer Specialists and Dempsey Center. All of Maine will be positively impacted by Rock Row’s economic influence on existing and new industries. Rock Row will host over six million visitors annually from our immediate and expanded regional trade area and is a vital investment to expand Maine’s international trade and tourism.
