2 cos. to bid on Portland-N.Y. cargo service

The Maine Port Authority will request proposals from two companies to run a hybrid tug-barge service between Portland and New York, to start within the next two years.

The Portland Press Herald reported that Portland Tugboat parent McAllister Towing, based in New York, and Foss Marine Holdings, based in Seattle, were chosen from a field of four companies seeking to bid on the project.

The Portland waterfront has been without container shipping service since the 2012 departure of the New York-based American Feeder Lines, which started serving Portland in 2011.

The port authority released a request for qualifications to interested bidders in December and that same month received a $150,000 federal grant to pay for design work on a hybrid tug-barge vessel.

The paper reported that the request for proposals will be issued in the next two weeks and the companies will have one month to respond.

Maine Port Authority Executive Director John Henshaw told the paper that the deal will likely have a public entity owning the barge section of the hybrid vessel while the operating company would design and build the tug portion.
