Baldacci orders spending limits

Gov. John Baldacci yesterday signed an executive order outlining spending restraints in state government, including a hiring freeze on vacant positions and limits on overtime and travel expenses.

Baldacci signed the order, similar to other orders he's signed since 2003, on Wednesday, the beginning of the state's fiscal year and the start date on the new, $5.8 billion two-year budget. "This order is just one tool to keep in place critical measures to ensure Maine state government operates efficiently and effectively," Baldacci said in a statement.

Among the order's requirements, with the exception of emergencies, are:

  • a hiring freeze for existing and future vacant positions;
  • elimination of unscheduled overtime;
  • limits on contracts, grants and purchases;
  • and cuts to travel expenses, except to tend to individuals under state care or protection, as required for law enforcement investigations, extraditions and corrections transfers, and for travel that directly impacts revenue.
