Budget adjustment will go into effect unsigned

The $153 million emergency budget that won nearly unanimous support in the Legislature will go into effect without Gov. Paul LePage's signature out of a conflict over health and human services funding.

The budget passed by a 129-14 margin in the House and 35-0 in the Senate, according to the Portland Press Herald, vote totals that could make the budget plan immune to the governor's veto pen.

In a statement late Friday, the governor said he takes issue with the budget's delaying payments to Medicaid providers into next year and ignoring his recommended $10.1 million cap on general assistance payments from the state to municipalities.

In his letter to the Legislature, LePage wrote that he is concerned the supplemental budget passed last week will require the state to return to drafting more budget changes before the end of the year.

The Appropriations Committee is expected to begin work on the state's next biennial budget in the near future.
