Casino question lands top spot on Nov. 7 referendum ballot

The citizens’ initiative to allow slot machines or a casino in York County will appear as Question 1 on the Nov. 7 ballot.

Secretary of State Matthew Dunlap determined the ballot order of two citizens’ initiative questions by a random drawing Wednesday afternoon, which was open to the public. Dunlap assigned the No. 2 slot to the citizens’ initiative “An Act to Enhance Access to Affordable Health Care,” which, if approved, would require the state to provide federally approved Medicaid services through MaineCare to qualifying persons under 65 years of age with income equal to or below specified poverty line thresholds.

The full text of each proposed bill is available on the Bureau of Corporations, Elections and Commissions’ website on the "upcoming elections" page.  Dunlap will finalize the ballot question wording for the citizens’ initiatives after reviewing public comments, which are being accepted through Sept. 1.

In addition to the citizens’ initiatives, voters will also decide on one bond issue and one constitutional amendment on the Nov. 7 ballot:

Question 3, a $105 million transportation bond proposal, would direct $80 million to be spent on roads and bridges, $20 million to multimodal transportation and $5 million to upgrade 

Question 4 involves a proposal to amend Maine’s constitution to “reduce volatility in state pension funding requirements caused by the financial markets.”
