CMHC sues state to reveal exchange plan

Central Maine Healthcare has filed a lawsuit against the state's top insurance regulator, seeking more information about a new insurance plan Anthem Blue Cross and Blue Shield hopes to offer next year.

The Anthem plan has been accepted as part of the federally mandated health care exchange, an Internet marketplace where people can comparison shop for health insurance.

The Sun Journal reported CMHC filed its lawsuit against Maine Bureau of Insurance Superintendent Eric Cioppa, who has agreed to keep the details of the Anthem plan secret through part of the state approval process. The hospital wants to make public the details of Anthem's plan, postpone a June 28 hearing on that plan and allow more time for public comment.

The state bureau told the paper late Monday that it would identify the doctors and hospitals in Anthem's proposed network, a point of contention for CMHC officials.

Anthem's plan is a partnership with the Portland-based MaineHealth network. Chuck Gill, CMHC's vice president for public affairs, claims that the collaboration is a "purely competitive move by MaineHealth," in that it includes only certain hospitals and doctors around the state.

CMHC told the paper that it would wait until the bureau releases basic details of the network Tuesday before deciding whether to drop its lawsuit.
