The Legislature's State and Local Government Committee has approved a measure to allow Carrabassett Valley to annex Redington Township, opening a potential back door for a proposed wind farm that has been shot down twice by the Land Use Regulation Commission.
The committee yesterday voted 8-3 in favor of the bill, LD 741, sponsored by Walter Gooley (R-Farmington). Before its approval, the bill was amended to include the annexation of the entire township, rather than just a portion, and to require Carrabassett Valley to hold a townwide referendum on the annexation within a year of the bill's enactment, according to the Sun Journal. The bill will now be sent to the entire Legislature.
The bill's proponents say the annexation would help gain approval for a $180 million wind farm proposed for Redington Pond Range and Black Nubble Mountain by Yarmouth-based Endless Energy Corp. LURC, which oversees the permitting process for the state's Unorganized Territory, of which Redington Township belongs, has nixed the project twice. Annexing the township would put approval of the wind farm in the hands of town officials and the Department of Environmental Protection, according to the paper.
