Council approves Westbrook mall complex

The Westbrook city council last night unanimously approved a zoning change for a proposed 60-acre mall, which would become the state's largest shopping complex.

Following a two-hour hearing, councilors voted 7-0 in favor of the zoning chance to allow the $300 million Stroudwater Place project to move forward, according to the Portland Press Herald. The city council made a few changes, including capping the amount of retail space at one million sq. ft. to allow for mixed-use space, such as offices, a hotel, a performing arts venue and a skating arena.

The total amount of square footage would be capped at 1.65 million, making it larger than the Maine Mall in South Portland. Stroudwater Place is expected to take 10 years to build and could create an estimated 4,000 jobs once it's finished, according to the Press Herald.

The city council must vote a second and final time on the zone change, which will likely happen on Oct. 27 or Nov. 3, before the project can be sent to the planning board for site review, according to the paper. The planning board approved the zone change in August.

Jason Snyder, who owns the land, and his partner, New York developer and lawyer Arthur Emil, in February proposed the development, which has generated some opposition from residents worried that increased traffic from the complex would adversely affect the city.
