Ex-construction manager charged with embezzling

A former employee of Portland-based Stanford Management is being accused by the U.S. government of embezzling federal funds intended for affordable housing projects in Maine.

The Portland Press Herald reported that Timothy Gallagher, 46, of Jay, allegedly embezzled at least $80,000 of funds from the U.S. Department of Housing and Urban Development while he was a construction manager for the company, which develops affordable housing, according to a complaint filed last week in U.S. District Court in Portland.

The newspaper said Gallagher was fired from his job in January, and reported that HUD launched an investigation into Gallagher’s alleged actions three months later. The federal government’s complaint accuses Gallagher of funneling just over $251,000 in HUD funds to a construction company he owned for work on Stanford’s properties. The complaint alleges that Gallagher only ended up paying the subcontractors nearly $171,500 of that amount and pocketing the rest.
