A proposed wind farm in Oxford County could be moving forward, after the federal government approved a $102 million loan guarantee for the project.
The U.S. Department of Energy's Loan Programs Office granted the guarantee to the Record Hill wind project, proposed jointly by Brunswick-based Independence Wind LLC and New Hampshire's Wagner Wind Energy I LLC. The conditional commitment is still subject to final agency reviews, but would cover a majority of the $125 million project, according to the Portland Press Herald and a press release from the developers. The Yale University Endowment will be a major sponsor of the project. Independence Wind is led by former Gov. Angus King and former Maine Public Broadcasting Corp. director Robert Gardiner.
The Maine Department of Environmental Protection approved the 22-turbine wind farm near Roxbury in August 2009, but the developers halted work until 2011, citing a poor energy market and a need to secure financing. An appeal of the permit by a citizens' group was rejected by the Maine Board of Environmental Protection, but the group took the case to the Maine Supreme Judicial Court, which has yet to rule on it.
