Grid operator has winter power capacity worries

ISO-New England, the region's power grid operator, says it wants oil-fired power plants to keep extra fuel on hand this winter to prepare for high electricity demand.

The Portland Press Herald reported the grid operator also wants more large businesses to agree to cut back power use during severe weather to lower electricity demand peak times.

The paper reported that ISO filed for approval of the plan last week with the Federal Energy Regulatory Commission.

The program, which ISO spokeswoman Marcia Blomberg characterized as "an insurance policy for the region," would cost between $16 to $42 million, based on early estimates.

That cost would be borne by ratepayers, the paper reported, but it's unclear how much it would cost and how those charges would be billed.
