Group vows appeal of fed’s Downeaster ruling

A neighborhood group has vowed to appeal the Federal Railroad Administration’s approval last week of the Amtrak Downeaster’s proposed train layover facility in Brunswick.

The Forecaster reported that Dan Sullivan, president of the Brunswick West Neighborhood Coalition, said he will appeal the federal agency’s decision to “higher authorities.”

Patricia Quinn, executive director of the Northern New England Passenger Rail Authority, the Downeaster’s operator, told the newspaper that the FRA’s ruling will allow the quasi-municipal agency to move forward with its 60,000-square-foot, $12 million project.

The federal agency’s ruling last week found that the proposed train layover facility “will have no foreseeable significant impact on the quality of the human or natural environment," according to its 22-page Finding Of No Significant Impact statement.

But the Brunswick neighborhood group, which has opposed the facility’s proposed nearby location, has repeatedly asserted that it would significantly impact the surrounding environment. The group has already filed an appeal of a state stormwater permit issued for the facility, which is currently under review by a Superior Court judge.
