Despite opposition from a legislative committee, the House voted 76-70 yesterday to approve the bill that would require building contractors to be licensed.
LD 272 would require residential builders to be licensed by the state beginning Jan. 1, 2013, exempting general contractors who perform jobs costing less than $3,000, according to the Kennebec Journal. Builders would be required to pass an exam and pay an annual fee of $350. Legislators who supported the measure said it would protect homeowners from unscrupulous builders, but those opposed argued the problem was not severe enough to warrant legislation that could hurt small builders.
The bill's future in the Senate is questionable. Earlier this month, the Business, Research and Economic Development Committee voted 7-6 against the measure, saying licensing should wait until the statewide building code is adopted in 2011. All three senators on the committee rejected the bill, according to the paper.
