LePage stumps for party support before budget veto

At a rally Thursday, Gov. Paul LePage promised to veto a $6.3 billion budget on his desk and called on his Republican colleagues to uphold that action.

The Portland Press Herald reported the governor also called for lawmakers to pass a continuing resolution that would keep the government running for two months, pushing back the threat of a shutdown if the state doesn't have a spending plan in place by July 1.

Attorney General Janet Mills, however, issued an opinion to lawmakers that a continuing resolution could not substitute for a balanced two-year budget, which is required by the state constitution. The Associated Press reported that Mills said a temporary extension of the current budget would not be balanced and that such a move could spark lawsuits from bondholders, schools, hospitals and others.

LePage spokeswoman Adrienne Bennett told the A.P. that the governor believes a temporary budget is constitutional.
