After 25 years, Lincoln Jeffers, Lewiston’s longtime director of economic and community development, will retire at the end of the year.
Nate Libby, who is now the assistant director of economic and community development, will succeed Jeffers.
Jeffers joined the city in 2000 as an economic development specialist. In Monday’s press release, officials praised him for his help guiding Lewiston through “25 years of challenges and changes.”
He helped move Lewiston from a manufacturing-based economy to a more diverse one that encompasses health care, finance, education, precision manufacturing and distribution.
“We thank him for his service to the city and wish him and his family the best,” said Brian O’Malley, acting city administrator.
During Jeffers’ tenure, he oversaw $1.4 billion in new investments, including projects like the Wal-Mart distribution facility, mill redevelopment, over 1,200 multi-family housing units built or approved, and the administration of Choice Neighborhood grants. He also played a significant role in critical projects, including the $340 million New England Clean Energy Connect initiative.
“I give thanks and recognition to the many dedicated staff who have given their all to this community and to elected leadership who have made the decisions to move the community forward,” Jeffers told Mainebiz.
Libby started with the city of Lewiston in April following Misty Parker's departure for the top economic development post in Bath.
Libby hopes to update the economic development strategy, support downtown revitalization and attract new business investment.
“Lewiston is a city with enormous potential, and I am honored to step into this role at such an exciting time,” Libby said. “I look forward to leading economic and community development work in Lewiston and collaborating with stakeholders to make our city an even better place to live, work and invest in.”
Prior to working with the city, Libby was president of Lewiston-based Community Concepts Finance Corp., a $15 million financial services organization. He also served as president of the Community Concepts, Inc. Housing Development, overseeing a $35 million affordable housing portfolio in western Maine.
Libby represented the city in the Maine Legislature for 10 years and served as senate majority leader. Prior to his time in the legislature. The Norridgewock native also went to college in Lewiston, at Bates College, and received an MBA from the University of Southern Maine.
“Nate Libby’s passion for Lewiston and his remarkable ability to connect with people, from local stakeholders to financial experts, makes him the right leader to take us forward,” said Carl Sheline, mayor of Lewiston. “With his innovative vision and approachable style, I’m confident Nate will continue to drive growth and revitalization for our city.”
