Maine PUC closes investigation after CMP lawsuit withdrawn

The Maine Public Utilities Commission has closed a summary investigation based on allegations brought in a lawsuit against Central Maine Power Co. and affiliated companies by a disgruntled subcontractor, Security Limits Inc.

Its founder and CEO Paulo Silva, a cybersecurity expert, had accused the parent company of Maine’s largest utility of bid-rigging, racketeering and buying unnecessary equipment. CMP is owned by Connecticut-based Avangrid Inc. (NYSE: AGR). Spain’s Iberdrola is the majority owner of Avangrid.

Security Limits, based in Jessup, Pa., voluntarily dismissed the case filed in the U.S. District Court of the Southern District of New York in February. There was no settlement in the case and Avangrid paid nothing to Security Limits.

“We are pleased that these false allegations made against CMP in court have been withdrawn and the regulatory inquiry has been closed as well,” said CMP’s CEO Joseph Purington.

Avangrid said it would continue to pursue its claims in New Mexico state court against Security Limits and Silva for defamation and tortious interference.

In that suit, Avangrid contended Security Limits tried to extort Avangrid into giving it work opportunities. When the company refused to do so, Security Limits filed its complaint and defamed Avangrid, the company said.

Security Limits did not immediately respond to requests for comment.
