Natural gas supplier defends safety of proposed South Portland facility
A plan to move a liquefied petroleum gas depot to Rigby Yard in South Portland is facing resistance from some city councilors and residents, despite assurances from the company that it will be safe.
NGL Supply Terminal Co. is looking to move its rail distribution site from Commercial Street in Portland to the South Portland site next spring because the state plans to build a cold storage facility at the International Marine Terminal in Portland.
Opponents in South Portland have proposed a fire code amendment that could block the development of propane storage and delivery facilities across most of the city, the Portland Press Herald reported. However, it’s unclear if it could be applied retroactively to stop the company’s proposal.
Some councilors have also pushed for a six-month moratorium on development of propane facilities, but the moratorium appears to be lacking the necessary support, the Press Herald reported.
NGL has substantially downsized its proposal for the rail yard in South Portland since its preliminary proposal in February. The current proposal calls for one fixed, 24,000-gallon storage tank and 16 rail tank cars that hold 30,000 gallons each. Its Portland facility has fixed storage for 280,000 gallons of propane and capacity for eight rail tank cars.
NGL is a subsidiary of Tulsa, Okla.-based NGL Energy Partners, which also owns Downeast Energy.
