Portland looks to develop housing on city-owned land

Portland is looking to develop affordable housing on two parcels of city-owned property at 1125 Brighton Ave. in the Sagamore Village neighborhood.

The City Council's Housing and Economic Development Committee said it will consider a draft request for proposals on Oct. 22 for the leasing of the two sites, according to a news release.

The sites are part of the larger property that includes the Barron Center, a city-owned and -operated long-term care facility at 1145 Brighton Ave. The RFP does not include changes to the Barron Center, which will continue to operate in its current capacity.

The initiative reflects the council’s goal of developing more affordable housing, as well as responding to the homelessness crisis in the city, the release said.

The draft RFP requires that a minimum of 50% of total units developed at each site be reserved for individuals at the city’s Homeless Services Center, and that preference be given to proposals that dedicate a higher percentage for that purpose. 

After the committee’s consideration, the RFP would require approval by the council before it is issued. 

If the council approves the RFP and a developer is ultimately chosen, the city expects the project to balance community input on final site design, consistency with city goals and policies, and financial viability. 

It is also expected that any development team chosen for the project would be required to engage directly with the Sagamore Village community and the adjacent Nasons Corner community regarding the anticipated development of the property, including soliciting input on site design and uses before finalizing a development plan.

Site 1 is located at the southeast corner of 1125 Brighton Ave., next to Holm Avenue. The site currently includes a small amount of green space with trees and two parking lots. 

Site 2 is at the northern property line of 1125 Brighton Ave., bound by the Maine Turnpike and the Exit 49 off-ramp. The site includes a forested green space and two connected parking lots.
