State complaint asks for Kennebec Arsenal back

Maine's attorney general has filed a court complaint against the owner of the Kennebec Arsenal that seeks to compel the start of renovation work or have the state reclaim ownership of the historic property. Developer and owner Tom Niemann says the work will be done by the end of the year.

The Morning Sentinel reported that the state's complaint against Main Street I LLC and Niemann Capital LLC alleges inaction on a renovation plan for arsenal property, which Niemann purchased in 2007, has resulted in nearly $1 million in damage.

The complaint seeks to recover damages from Niemann's company to restore the building to its condition before that purchase and to either restore ownership to the state or require Niemann to post a performance bond of at least $1 million to ensure that work will be completed.

In a letter to Mainebiz, Niemann said that the property's gatehouse recently had a new roof installed and that work on the property will continue through the summer for occupancy of the gatehouse and barracks by the end of the year.

Niemann's attorney told the paper the company would file a court response to the state complaint.

The riverside building, which is listed as a National Historic Landmark, was built between 1828 and 1838 and provided munitions storage during the Mexican War and Civil War. It was staffed by military personnel until 1901.
