Trust plugs $180M efficiency plan

The state's new Efficiency Maine Trust yesterday pitched a plan that would dole out $180 million over three years to help businesses and residents use less energy.

At a presentation to the Legislature's Utilities and Energy Committee, Trust Executive Director Michael Stoddard said the plan expands efficiency programs already operating in the state that aim to weatherize all Maine homes and half of Maine businesses in 20 years, according to the Portland Press Herald. The plan's funding would mostly derive from federal stimulus money and an increase in the small charge already paid by electricity consumers, which currently generates $14 million a year. The trust this summer will also consider a similar charge on heating oil to raise additional funds, which could be 2 cents per gallon, according to the paper.

The three-year plan could save consumers more than $800 million, Stoddard told the committee. Any new programs to raise money would need legislative approval.
