A University of Maine-led consortium has submitted to state regulators its proposal for an offshore wind pilot project, but the terms of that proposal remain unknown as the university has chosen to seal its 100-page proposal from public view.
The Portland Press Herald reported the university and the Maine Public Utilities Commission will now negotiate the terms of a 20-year contract for the wind power project.
Harry Lanphear, a PUC spokesman, told the paper that a version of the document might be released to the public, but that it is too early to determine what kind of comment process will occur. He said any disclosure of the details of the project is up to the university.
The submission comes after a political battle that led to the Legislature directing the PUC to reopen bidding for offshore wind pilot project status, a process by which the Norwegian energy giant Statoil had previously secured a term sheet with Maine regulators for a project off of Monhegan Island. In response, Statoil said it would put further development of its project in Maine on hold.
