DHHS licensing director Cobb resigns

Catherine Cobb has resigned as director of the Department of Health and Human Services' Division of Licensing and Regulation, the division that oversees medical marijuana regulation.

Cobb's resignation, effective Friday, comes several weeks after she was placed on administrative leave, the Portland Press Herald reported. Both Cobb and Assistant Director Anne Flanagan were placed on leave on Oct. 21 as part of a managerial review of the division. Since 1996, Cobb has headed the division, which oversees regulation of hospitals, nursing homes and mental health and substance abuse programs, among other facilities. DHHS officials declined to comment more on her leave or the division review, but Cobb told the paper that Commissioner Mary Mayhew's office wanted to study the needs of the division. She said she was not disciplined or fired. Phyllis Powell has been named acting director.

Cobb, a 31-year state government veteran, implemented the state's expanded medical marijuana program and oversaw the creation of licensed dispensaries.
