Norway biz owner stole $4M from MaineCare

A business owner in Norway whose firms were raided by state and federal investigators in July has pleaded guilty to stealing $4 million from MaineCare.

Dawn Cummings Solomon, president of Living Independence Network Corp., pleaded guilty to overbilling the state for hours and expenses since January 2006, according to the Sun Journal. Solomon, whose business provided services to children with autism and other disabilities, also submitted false mileage and expense reports from caretakers, fraud that also totaled "in the millions," Michael Miller, director of the Attorney General's Healthcare Crimes Unit, told the paper. The state plans to bring charges against more than seven other people thought to be involved in the fraud.

Officials raided two buildings that housed Solomon's businesses in July. Solomon owned several companies in Norway, including alternative healing firm Opal Consulting LLC, real estate holding company New Horizon Capital Investment and case management services company Infinite Horizons Inc. Employees of those companies were on the Living Independence payroll and their wages were subsidized by MaineCare, and one relative of Solomon who did not work at any of the companies also received wages.

Solomon faces up to 10 years in prison for the theft by deception charge. Her sentencing is scheduled for February.
