ESG Associates Inc., a Bedford, Mass.-based company specialized in recreational developments, is looking to Scarborough Downs for its next venture.
Crossroads Holdings LLC, the developers behind a plan to transform the 500-acre Scarborough Downs site into The Downs, a walkable community with land for residential, commercial and light industrial use. It announced an agreement with ESG Associates Inc. on Tuesday.
The Scarborough facility could include pools, ice rinks, indoor and outdoor fields, spectator areas and other activity space, though a feasibility study currently underway will determine what type of amenities will be included, according to a news release.
“This is particularly exciting for us because we’ve long known that our community wants these types of athletic and recreational amenities,” said Roccy Risbara of Crossroads Holdings.
In an October "On the Record” interview with Mainebiz, Risbara said the developers see their plan for The Downs “as a unique opportunity to do a project that can have a positive impact on this community for generations.”
Tom Hall, Scarborough’s town manager, said in Tuesday’s news release that the town is pleased with the progress of The Downs project, “particularly the accelerated pace of the non-residential buildout.”
Brian DeVellis, president of ESG Associates noted that Greater Portland is a growing region currently underserved with recreational facilities like the one his company is looking at building.
“We see a bright future for this type of athletic complex in Scarborough,” he said. “We look forward to this process and plan to design something specific to the recreational needs of the community and the region.”
The first phase of residential development at The Downs is currently in progress. It includes 30 single-family homes, 48 condominiums and 48 apartment units. A residential-scale memory care facility will also be built later this year.
The second phase of development, known as the Innovation District, is designed to attract light industrial, technology, manufacturing and retail end-users.
That part of the project recently got the preliminary subdivision green light from Scarborough's Planning Board. Development is scheduled to start this July, pending final state and local approvals.
