Portland developer seeks permits for DHHS building

The developer selected by the state to build a new South Portland office for the Department of Health and Human Services and the Department of Labor has submitted an environmental permit application for the embattled project.

The Portland Press Herald reported that ELC Management Inc. submitted its paperwork Monday, starting the clock on a 180-day deadline for consideration by the Department of Environmental Protection.

The state’s selection of ELC has been sharply criticized by Portland’s mayor, other political representatives and social service agencies, who say the move to South Portland will create an undue burden for DHHS clients who walk to the current downtown location. Competing bidder Tom Toye, the current landlord for the downtown DHHS office on Marginal Way, also filed a lawsuit last week asking a judge to force the state to reconsider a proposal he made to move the offices to another location on Lancaster Street in the city’s Bayside neighborhood.
