The International Trade Commission has ruled in favor of the United States' coated paper industry in its case against unfairly subsidized imports from Chinese and Indonesian paper makers.
In its ruling issued Friday, the commission found that certain coated paper products from China and Indonesia are subsidized and sold in the United States for less than fair value, harming the domestic paper market, according to a press release. As a result, the U.S. Commerce Department will issue anti-dumping and countervailing duties on paper imported from the two countries. Last month, the department also ruled in favor of American paper companies and proposed anti-dumping tariffs of 20.13% on Indonesian imports and as much as 135.8% on Chinese imports, along with countervailing duties of 17.9% on Indonesian paper and as much as 178% on Chinese paper.
The ruling is the final decision in a petition filed last September by Wisconsin-based Appleton Coated LLC, NewPage Corp. (which operates a mill in Rumford) and Sappi Fine Paper North America (which operates mills in Skowhegan and Westbrook), along with the United Steelworkers union.
