The state's new superintendent of insurance has refused to recuse herself from a hearing on the state's DirigoChoice insurance plan, while denying claims that she is prejudiced in favor of the plan.
An insurance trust for the Maine Automobile Dealers Association asked Superintendent Mila Kofman to remove herself from a hearing next month that will determine how much the state can charge private insurance carriers and the self-insured in its savings offset payment, according to VillageSoup.com. Attorneys for the trust claim Kofman is biased toward Dirigo based on her affiliation with Consumers for Affordable Health Care, which supports DirigoChoice, and public comments she made in favor of the health plan. In a written statement, Kofman admitted to making "positive remarks" on the Dirigo plan but said she had "made no prejudgment" on the cost savings determinations that will be discussed in the hearing.
The trust can appeal Kofman's decision, but has not yet said if it plans to do so.
