Lawmakers seek rules over public funds

Controversy over the fiscal management of a now-defunct green energy agency has led lawmakers to request legislation dictating the distribution of public funds.

The Government Oversight Committee has asked the director of the Office of Program Evaluation and Government Accountability to draft legislation detailing how state and quasi-state agencies spend public money, according to the Bangor Daily News. OPEGA Director Beth Ashcroft will introduce the bill for consideration in the next session, which begins in January.

In February, the Maine Green Energy Alliance abandoned its $3 million contract with Efficiency Maine to market energy retrofits to Maine households, having spent $500,000 and signing up 50 households, far short of its 1,000 goal. An OPEGA audit of the alliance and how it spent federal stimulus money concluded the group suffered from informal business practices and poor planning, but was not guilty of any wrongdoing.
