Gov. Paul LePage has nominated three more people, including the founder of a land planning company leading the development of the Oxford County casino, to Cabinet positions. A new acting commissioner has also been named for the labor department.
LePage nominated Norman Olsen, a former commercial fisherman and former member of the New England Fisheries Management Council, as commissioner of the Department of Marine Resources, according to the Maine Public Broadcasting Network. He also nominated Phillip Congdon as commissioner of the Department of Economic and Community Development. Congdon, an engineer, spent more than 20 years as a top executive at Texas Instruments, and cited business retention and regulatory streamlining as top priorities.
Nominated for head of the Department of Environmental Protection was Darryl Brown, a former state legislator and founder of Main-Land Development Consultants, an engineering, surveying and land planning company in Livermore Falls. The nomination is expected to be controversial because Main-Land is the lead developer of the recently approved $165 million casino resort in Oxford County, a project that will require DEP review. Should his nomination be confirmed, Brown said he would leave the company to avoid a conflict of interest, the Sun Journal reported. All nominees must be confirmed by the Senate.
In related news, Department of Labor Commissioner Laura Fortman resigned, effective Jan. 5, department spokesman Adam Fisher told Mainebiz. John Dorrer, the director of the department's Center for Workforce Research and Information, has been named acting commissioner.
