Portland cited for small biz climate

Portland has moved up five places in an annual Portfolio.com ranking of the best places for small business.

The annual small business vitality assessment in 2009 ranked Portland No. 10 in the country, but this year the city moved up to No. 5 in a field of 100 metro areas. The ranking is based on population, employment and small business growth, for businesses with fewer than 99 employees, according to the Conde Nast website Portfolio.com.

Portland took the No. 5 spot based on its number of small businesses in 2007 (17,747); change in private sector employment between 2004 and 2009 (-2%); 2008 population (514,065); small businesses per 1,000 people in 2007 (34.64); and change in population between 2003 and 2008 (1.61%).

Austin, Texas, took top honors as the best place for small business, followed by Baton Rouge, La., Raleigh, N.C., and Charleston, S.C. Detroit was the lowest-ranked city.
