Portland waterfront plan raises concerns

Some residents are expressing concerns over a developer’s proposal to construct buildings as tall as 65 feet in a Portland waterfront property sought for redevelopment.

The Portland Press Herald reported that developer CPB2 has submitted a request to change the zoning to allow buildings as tall as 65 feet at the 10-acre lot on 58 Fore St., also known as the historic Portland Co. complex.

Jeff Levine, Portland’s director of planning and urban development, told the newspaper that the goal is to try to maintain reasonable views from Munjoy Hill “while allowing some infill development on the site.”

The zoning request has prompted at least three residents to send comments to the city, saying that taller buildings would block most of the view they currently have of Casco Bay, even if there were some “view corridors” left over.

The developer, which owns the land, is seeking to transform the lot into a mixed-use development that would have the “look and feel” of the Old Port, with an emphasis on commercial and residential development.

Once a zoning decision is made, the Portland Historic Preservation Board is expected to decide whether to designate certain buildings in the waterfront lot as historic landmarks or to designate the entire lot as a historic district, which could stymie the entire development.
